The Power of CBC: How Community-Based Care and Operational Excellence Are Transforming Child Welfare

Every delay in a child welfare system has a human cost. When a process takes six weeks that could take three days, that is six weeks a child may spend away from family.


Techam Solutions recently partnered with Our Community Our Kids (OCOK) in north Texas to examine how operational engineering could help child welfare professionals spend less time navigating inefficient systems and more time with the children and families they serve. Over twelve weeks, our team analyzed more than 5,000 hours of casework across 299 cases. What we found were not failures of effort or commitment — but systems that had grown complex over time without the operational design to match.


Small process changes made a real difference. The time to initiate family finding for relative placements was reduced from six weeks to three to five days, at no additional cost.
